The Program of Work on Protected Areas (POWPA) is a project undertaken in Vanuatu, as part of the United Nation's Global Environment Facility (GEF) that aims to:

1. Work at a national level to strengthen inter-sectoral cooperation, to remove policy and procedural inconsistencies and foster a strategic national approach to Protected Areas identification, recognition and management.

2. To build the capacity necessary to test and finalise procedures for site recognition, management plan preparation and registration for five sites on 2 major islands (including biodiversity inventory, monitoring and management planning).
